Building digital skills, confidence, and equity
for marginalised youth

Digital exclusion remains a significant barrier for many young people, particularly those from marginalised communities. Despite the growing reliance on technology, access to devices and digital literacy education remains uneven and often not standardised across schools, leaving many youths without the foundational skills needed to participate fully in education, work, and everyday life.

What does digital exclusion look like?

Being digitally excluded means trying to keep up in a world that assumes you already have access. It looks like sharing a single device at home and growing up without access to learning resources and digital tools that give others a competitive edge. It means knowing digital competence is expected, but not having the tools, confidence, or support to meet that expectation.

Over time, this exclusion becomes internalised. Young people begin to disengage, doubt their abilities, and lower their aspirations — not because of a lack of capability, but because access and skills were never guaranteed. In a digital-first society, exclusion quietly closes doors long before potential is realised.

This is where Program Celik Digital begins.

Program Celik Digital is the first initiative under the Program Celik series, created to address the digital exclusion faced by children from low-income families. For many of the children we work with, this is their first meaningful encounter with a computer. Learning what it is, how it works, and discovering the digital tools that open doors to learning and self-development.

Program Celik Digital steps in at a moment when early support can change the course of a young person’s future. By building foundational digital skills and confidence, the programme helps children see technology not as a barrier, but as a tool they can use to learn, create, and move forward with confidence.
